President, Genesis Physician Services
Richard A. Feifer, MD, MPH, FACP is Senior Vice President and Chief Medical Officer of Genesis HealthCare and President of Genesis Physician Services. Genesis HealthCare is one of the nation's largest skilled nursing and long-term care providers, operating nearly 400 facilities in 25 states. Dr. Feifer leads a team of clinicians who provide care for Genesis patients, in addition to the medical directors at every Genesis facility. In support of these front-line providers, he also has direct management responsibility for all non-clinical functions, including operations and finance. More broadly across Genesis, he leads pharmacy management, including pharmacy operations, spend management, and clinical quality. Dr. Feifer’s primary focus is the active transformation from volume-based fee-for-service to value-based care and reimbursement. In that capacity, he serves as chief medical officer of the Genesis HealthCare Accountable Care Organization, which is the only national ACO focused on nursing home patients.
Prior to joining Genesis, Dr. Feifer served as Aetna’s chief medical officer of National Accounts. He led Clinical Consulting, Strategy, and Analysis, which helped our nation’s largest employers improve the health and productivity of their members. Before Aetna, Dr. Feifer served as vice president of Clinical Program Innovation and Evaluation at Medco, where he was responsible for the organization’s portfolio of care enhancement programs.
A graduate of Brown University and the University of Pennsylvania School of Medicine, Dr. Feifer is a board-certified internist with experience in primary care, geriatrics, and urgent care medicine at the Fallon Clinic. He received his MPH in Health Services Management from Columbia University, and is currently an Assistant Clinical Professor at the University of Connecticut.
Dr. Feifer’s professional interest and passion is the design, implementation, evaluation, and communication of strategies to optimize population health, and to improve the quality and efficiency of healthcare.
Chief Operating Officer, Genesis Physician Services
Al Shaine, MBA, leads operations and growth strategy as the Chief Operating Officer of Genesis Physician Services. Prior to joining Genesis, Al served as a Regional Vice President for Privia Health, where he managed operations across the Mid-Atlantic region and implemented strategies to drive ACO performance. Before Privia, Al served as a Senior Director with The Advisory Board Company, where he advised health systems in network development strategy and, later, revenue cycle performance improvement. Al holds an MBA from Georgetown University’s McDonough School of Business and a bachelor's degree from Wesleyan University in Middletown, CT.
Senior Vice President, Strategic Initiatives and Clinical Practice
Flora Petillo, MSN, CRNP, CWS leads strategic GPS clinical initiatives and manages the APP organization; ensuring strategic growth consistent with organizational goals, with an emphasis on driving value-based outcomes, efficiency, and productivity. Flora is a board-certified Gerontological Nurse Practitioner with experience as a provider in post-acute care, primary care and pain management. Flora is also a Certified Wound Specialist and a member of the American Academy of Wound Management. Prior to re-joining Genesis in 2010, Flora co-founded On-Site Specialty Care, a successful nurse practitioner consultation service.
Senior Vice President of Medical Affairs, Southern Area
Dr. John Loome is Senior Vice President for Medical Affairs for the Southern Area of Genesis HealthCare Corporation. He has clinical oversight responsibility for about 70 skilled nursing facilities in 6 states for Genesis Physician Services. Dr. Loome has had several appointments including Clinical Assistant Professor of Medicine at University of Maryland School of Medicine.Dr. Loome received his MD from Georgetown University School of Medicine in Washington, DC and his Internship and Residency in Internal Medicine at Baylor College of Medicine in Houston, Texas. Dr. Loome also completed a Fellowship inGeriatric Medicine/Gerontology from Johns Hopkins University School of Medicine.Dr. Loome is a member of various organizations including the American College of Physicians, The American Medical Directors Association, and The American Geriatrics Society. Dr. Loome has presented on various topics related to Geriatric Medicine for Baylor College of Medicine, Johns HopkinsUniversity School of Medicine, the American Geriatric Society, the AmericanMedical Association and has coauthored a book chapter on Geriatric Assessment.
Sr. Vice President of Medical Affairs
Dr. Blackman is board certified in internal medicine. She served as a hospitalist for ten years at Kent County Hospital, and before that as a primary care provider with the University Medical Foundation concentrating in geriatric care. She gained palliative care experience while working in the Philip Hulitar Inpatient Hospice Unit. Dr. Blackman is a graduate of the Brown University Medical School and the Brown University General Internal Medicine Residency Program.
